In recent discussions of concealed handguns, a controversial issue has been whether permitting concealed weapons deters crime or permitting concealed handguns increases crime. On the one hand, some argue that concealed handguns deter crime. From this perspective, several states that enacted “shall issue” laws saw certain crimes such as aggravated assaults and burglaries increase 2 to 9 percent. On the other hand, however, others argue that letting citizens carry weapons will make criminals think twice about robbing someone. Data shows allowing citizens to carry handguns has a high deterrence effect. States that have “shall-issue” laws saw a drop in certain crimes such as robberies and murders. Accessed 27 Jan. 2017.). According to this view, allowing people to carry concealed handguns has made criminals think twice about robbing someone that could be armed. In sum, then, the issue is whether permitting concealed handguns increases crime or permitting concealed handguns deters crime. My own view is that citizens should be allowed to carry concealed handguns. Though I concede that allowing concealed handguns may be responsible for the increase in aggravated assaults in states that have “shall-issue” laws, I still maintain that allowing concealed handguns will deter crime. For example, when the Federal Assault Weapons Ban was enacted in 1994, the murder rate increased 19.3 percent. Although some might object that increased level of certain crimes such as aggravated assaults could have resulted from people with concealed weapons permits, I reply that states that have stronger concealed carry laws have a 10% higher gun-related murder rate than the average. The issue is important because carrying a concealed weapon is allowed in all 50 states. People should be allowed to carry concealed weapons because criminals are less likely to attack someone if they know the victim might be armed, we have “the right of the people to keep and bear Arms, shall not be infringed,” and people that have concealed firearms doesn’t increase crime, they act as a crime deterrent.
